The Adoption Bill published May 2009 provides a modern framework for dealing with domestic and inter-country adoption.

The Bill incorporates the Hague Convention on Protection of Children and Co-Operation In Respect of Inter-country Adoption ("the 1993 Hague Convention") into Irish domestic law. The 1993 Hague Convention will ensure that inter-country adoption takes place in the best interests of the child and with respect for his or her fundamental rights, as recognised in international law.

The Bill also provides for the recognition of inter-country adoptions, in accordance with bilateral agreements.
