Finance Bill 2019 was published after Budget 2020 to give effect to the changes announced and new measures.
The Bill introduced measures to facilitate the development of “eProbate” and enhance the collection and transfer of the data between Revenue and the Probate Office. In developing an online CA24, Revenue will engage with relevant stakeholders and examine opportunities to reduce duplication and use plainer language and online information supports to reduce the risk of error. An online form would allow for increased analysis of information by Revenue and the potential for pre-population of the CAT return (Form IT38). Aileen Keogan is involved in this engagement and indeed in making submissions in relation to the wording of the Finance Act to ensure technical issues are covered off.
The Bill also brought in yet more changes to the dwelling house exemption, restricting it further to seek to capture the issue raised in the Deane case. Submissions were made by Aileen Keogan on this legislation to the extent there are concerns in relation to clawback provisions.
Finally the legislation also formally deals with the increased CAT threshold for children now at €335,000.
